I noticed this even when I was playing as a merchant. There are way too many that allow their fleets to move in blocks. I get there are some limitations to this due to just shear number of fleets, but watching 5+ fleets from the same player enter all at the same time is poor tactics. I get that fleets will stop when raided, but if you are just activating all your fleets at once, you are being lazy.
The only point that I disagree with is that the assumption the predator is pirate. Last time I checked, if you fly a nation flag you aren't a pirate. Privateer maybe, but not a pirate. Don't call yourself a pirate, if you are flying a nation flag.
That is one of the things you look for. simply watching the gossip page. Seeing a block of ships arrive at a port at the same time every 2 hours.... ususally a few minutes before the top of the hour.
It makes a raid cheaper and quick. 2 HNs right before they arrive hit and go.
I do understand the point of "over fishing". But even CJ admitted there are only 30 or so players with 400 or more ships.
