Why not just say whoever gets the closest to the number within a certain period of time? Regardless whatever you decide if fine-I won't be participating as I don't believe in gambling-just isn't worth the risk in my opinion.
People can still buy tickets when numbers are being selected. So that would be difficult to figure out
