Yea they can, you just have to take advantage of the fact that u need a powerful person to fund you, and u need to keep your raids going. Skyhawk and 1.5/2, he just needed more raids

So let me get this straight, Doom can use voodoo on ANYONE for a price, BUT he is not in war, and since he says he's not warring no one should hit him back. Yeah that is VERY logical Doom. If you cast voodoo, you will be warred on whether you like it or not. If you want to be a mercenary, you still will be warred on. Don't think that just because you get paid for it means that no one will hunt you down. I've noticed a trend here, you assault players, join a guild for protection, then claim to end warring. THEN assault more people, join another for more protection and claim pacifism. It does not work like that, you will be hunted down by others if you cast voodoo on others. Don't be such a coward and claim pacifism after damage is done, deal with it like a true player; then again, you are known for hiding your tail between your legs.

But you forget the Fox policies ((you'd only know they existed if you stalked the guild's description since creation but it exist)) on refugees, we accept refugees from any war related with PK,TMN, and enemies of the guild. No, that doesn't mean PK and TMN are enemies of the guild now. (okay well maybe PK ((but PK and Yumm/Fox/Dawn have always been enemies, just never at war until Fox.)) Due to the fact that PK was always an enemy, way back in the guild was created (RoiLeon's Pastry Shop [Yumm]) PK was an enemy so it was added onto the list, TMN, I forget why, but they were added before the Fox v TMN,IMO war.

Also, I want everyone to be reminded of the commonly agreed on Rules of Plunder,
to put it simple, if you show up on the plunder board, that is your fault, anyone can attack you, if someone puts you on the plunder board, that's a whole other story.
So Rolando, if one of your newbs are on the plunder board (again, another commonly accepted rule is no casting enchantment voodoo on newbs unless they did to you, then the rules on protecting newbs who are on the plunder board) then your newb should expect to be attacked, maybe not by a big honorable player who is aware of the newb protection rules, but by another newb at the very least. You can't consider being attacked on the plunder board an act of war, or fair reason to retaliate with any voodoo whatsoever. If you pay'd attention to events in the forum, you'd know there are multiple forums about it, where hall of fame players talk about it and come to the general agreement on these rules. Or this all happened before you started playing and it's your leaderships fault for not informing you about the plunder board rules and voodoo. Read them, I'll post a link.

New player vs player combat is fine. However "new" is a very loose term, I'm just two months old in game time, so I'm new, should you not retaliate on me? Of course you should. I'm referring to peaceful traders, less than week old getting hit by someone older than I am. I suppose a definition of new could be set, but I believe most understand to approach plundering week old players with care. So let the new people fight, just remember new is not over a month old. After that point your actions should have consequences, and they do.
