The 2 sisters quickly enter the cottage and sit down at a nearby table. Ellen smiles politely and says.

Good evening Mr. White. Have you met my sister Emily?

Ellen gently nudges Emily and quietly says be polite and introduce yourself to Mr. White. Emily quickly speaks up.

Oh, uh nice to meet you Mr. White, I'm Ellen's little sister. Emily G. Panselo.

Mr. White opens a cabinet that contains a wide variety of liquors and wines and begins to make himself a drink.

Sorry, that our conversation was interrupted early. I believe you were asking what I was doing in Tortuga?

Something to drink would be nice, thank you. And yes, I was curious as to what you are doing here in Tortuga. I can tell that you are not just some old pirate wandering port to port aimlessly. You helped William back in Regis, and you seem to have a fair amount of experience, resources and power at your disposal. Though thankfully I do not think you are behind the local pirates excessive raiding. You have made it quite clear you do not like reckless acts, so it would not make sense for you to support the local pirates.

Mr. White pulls out two additional glasses and pours some brandy into them. He brings the drinks over and sits down across from Ellen.

Very perceptive, Ellen.

I am a man of many secrets, but recent actions have forced me to be a little more open. By bloodline, I am a noble. I maintain that appearance, but in my youth, I became involved with piracy. It's a long story for another time, but the short version is me and pirate got stranded on an island for 3 months following a horrible hurricane that sunk both of our ships. After we were rescued by the royal navy, we started working together. Spent my time between expanded my families businesses across Avonmora and piracy on the seas. I used the wealth I gained from piracy to build a support organization for piracy using my legitimate businesses as fronts. I have been extremely careful and in the same sense extremely ruthless to ensure my identity is not directly linked to piracy for these last 20 years.

That is why I am here. I need to ensure that both sides of my businesses are not in danger. If trouble is brewing in an area, you will likely see me around.

As for the local pirates, I'm not directly supporting them, and by that, I mean if they are using my resources it is merely coincidental. My resources are used by many pirates, of which almost all of them do not have a clue where the supplies and resources actually come from.

Mr. White takes a sip of his whiskey.

Now that you know my story, may I ask yours?

Ellen takes a small sip of brandy, and says in a kind voice

Well, i grew up in Panselo orphanage with my sister here. I looked up to the old nun who ran the place, and decided to become a nun and run the orphanage after she passed- i finished my nun training and took my final vows at age 21-about 4 years ago. Since then i would work odd jobs from port to port doing what i can to help the locals while stopping by Panselo between adventures. I don't particularly like pirates, but for the most part unless they are causing excessive damage i leave them be. But these locals are doing just that. This port is dying, and when its dead these people will move on to kill another port. Everything should be taken in moderation, and that's something these locals don't seem to understand.

Emily speaks up.

As for me, i looked up to my sister here, though i would never want to be a nun, and i decided about 2 years ago to go explore and have adventures of my own. I been working as a barmaid for the local tavern for the last year and a half though. I have not had the best of luck. Though for now me and my sister will probably bust up the remaining locals until they leave the port alone, then maybe move on to a new adventure.

Ellen turns to Emily.

Yes my sister will cause much less trouble if i take her with me. She hasn't been behaving very properly to be honest. Speaking of behaviour, something tells me Jack is doing something reckless again. I best go and see what it is. Thank you for the drink Mr. White. Come along Emmie.

The 2 sisters get up and begin heading back to the tavern.

Well, I will see what I can do about the local pirates. The port dying hurts my businesses, which is a problem for me, but I cannot make any promises. If there is anything else that I can do for you, please let me know.

I'm sure me and my sister will have them driven out soon enough on our own. But more help would be nice.

Yes, I do believe the 2 of us will root them out soon. Though I worry Jack might cause some problems.

As the 2 sisters enter back into town, they notice all the new flag galleons in the docks and all the new men in the port. Ellen rubs her temples with her good hand as she sighs.

For the love of the lord, these are Jack's men. I really hope he isn't thinking of trying to take this port too. Such a thing would most definitely start a war, and the amount of orphans it would create would be immense. Hopefully he just has them here to get the local pirates to behave.

On the beach, there is a tent. Inside the tent are nine men, drinking and planning for future endeavors. The pirate lords have come Tortuga in search of plunder, but they are worried about the port dying out. Jack is one of the nine men in the tent, he and the others discuss how to save the port. A huge amount of pirates have come, in a couple hours, the port of Tortuga has gained an even larger population. They have little idea of what to do. A couple of people have suggested taking the port, but they decided not to do that. The pirates leave each other, they will meet again tomorrow. Jack walks away from the tent and looks at the city. Pirates are everywhere. Jack walks out and looks to the nine different jolly rogers flying from nine individual flag-poles. Jack notices Ellen walking back to the tavern, he walks up to her, smiling.

We might just fix this bloody problem! How was the meeting?

It was nice. And if you have the pirates here to help i can think of a very quick and easy solution to the problem. Just have the local pirates who caused the mess give back about 2 thirds of all the loot they plundered, and that will help reopen most of the local businesses. If you can manage to get them to do that, i can solve the issue of the governor's bounties on them and the rest of the pirates here-including you. Emily here will deal with the local guards and get them to stand down until the matter is solved.

Emily nods and starts to walk away with a smirk on her face before Ellen yanks her back.

And Emmie, by deal with the guards I mean peacefully without violence.

Emily frowns, but perks up a second later.

Okay fine, just for you sis.

Emily leaves towards the fort. Ellen looks to Jack.

She is such a handful at times. Ill be heading toward the governor's mansion to handle my part. We can all meet back together at the tavern tomorrow morning.
