Effect: Puts Man o War previously unavailable for attack into fleet with danger rating of at least 18
Way to combat taking it out of a fleet and making it unavailable to plunder

Im glad you asked. After your suggestion I think all ships should be included. Much better idea. Initially I was just concerned with the MoW's ability to withstand a certain voodoo. Every other ship can be commandeered. But a MoW just sits idly. Waiting for its rightful owner. This will prevent shady transactions of such things and make it accessible to all, not just the pirates in collusion. The spy thing has grown out of control and now lends itself to questionable tactics when being attacked and attacking. But that is another post.
