Back to the idea, I think what you want most is something like a Karma system or sorts. Not sure that any system that allows you to express your negativism towards a player is right though. If you have a problem with someone, go attack him.

I thought it would even matters up and also keep that seemingly vital element of the game : what you have gained, you can also lose. Starting a war is not always an appropriate response to an event which might warrant a small reproof at best. Likewise, sending credits or coin is not always the appropriate way to thank someone for a kindness, it smacks of mercenary motives. As I previously said, originally I thought it should have no effect beyond the event message itself. But I then considered that the Top Helper award needed gingering up a bit and a way to involve players in it after they have used up their votes, beyond passively waiting for the award to get to you, or not.
I dont really mind if this idea gets knocked on the head, most of them do : but I do think it will have served some purpose if it prompts a discussion on how we can improve the Top Helper Award and actively involve players past the initial 'newbie' vote stage.
