Perhaps if players are to exchange in this way, they can not rank past Marquess without King/Council Approval. A voting triggers, if votes in favor the player is free to rank further, if no one votes, the player is free to rank further, if the majority vote "no" the player cannot become a Duke.

This lengthens the time for all by voting period (3 days), and gives more realistic control over a nations council members.

Time limitations.
A player must hold a rank for x before they can advance the next rank, with exception to Governor and if the player is demoted via influence loss. (I like this because it is equally applied and can be tiered with other restrictions such as your suggestion on voting to enter the council) For instance, each rank must be held for 3 days before you can can receive the next rank. It would take 21 days to reach the Council (Duke), and another 3 days before the player could become King or take their appointment as Governor. If they drop a title due to influence loss say from Duke to Marquess or from King to Duke, etc. There would be no wait time as they already surpassed the time limit.

OR.

Council ranks require the player to be part of the nation for x days, with each having their own time limitation.

Neither really make it any more difficult, but it makes attaining said ranks more time consuming.

Why make ranks switching more difficult or more time consuming? Is there a point for this?

Realism has nothing to do with speed or ease. A signature is what was always needed for such cases in reality. Which could be earned with a simple Bribery.

The only real reason to keep rank switching at a modest difficulty is to prevent quick switching of nations that can wreck the voting process of any nation. I believe though that if you rely your nation's governance on the difficulty that one has to switch ranks, then the safety net you are using is a weak one anyway.

However, I cannot pretend that there is no issue here. It is an existing situation that could be improved.
In my opinion, for such players we need a different approach in general and Honor Points should not be pointed as the issue. Which means that we should discuss this at a separate topic.

The concern is that someone would earn sufficient honor points to run through the ranks even faster. This is a specific concern for points earned by a player that becomes hostile to the nation at a later point. The overall discussion of making nation missions more time consuming should be it's own topic, but that discussion would be important especially if Honor Points can be converted to Loyalty Points.

Expanding possibilities, I think that dealing with the voting system would be a more suitable place to look for improvements at this front. For example, we could add more modifiers to voting power in addition to ranks that we currently use.
