I have three proposals for the following card.
Proposal 1
If exceeding the Hired Diplomat card would be unbalanced for the game and if diplomats are seen by the gamemaker as carrying more weight than the political connections that someone has who would be dating the governor's son/daughter then the card that I recommend would be:
Meet The Parents(Rare Curse)
Requirement: Must have a governor's son/daughter with 100 affinity and he/she must all be walking on clouds. The governor's son/daughter must also be of a different country than your own.
The governor's son/daughter introduces you to the governor. Your hostility with the governor's nation drops by 50. Should you be married to the governor's son/daughter than your hostility with the governor's nation drops by 75(just like the hired diplomat card).
Proposal 2
If a diplomat is not seen as influential as the governor's son/daughter by the gamemaker then the card that I would recommend would be:

Requirement: Must have a governor's son/daughter with 100 affinity and he/she must all be walking on clouds. The governor's son/daughter must also be of a different country than your own
The governor's son/daughter introduces you to the governor. Your hostility with the governor's nation drops by 90. Should you be married to the governor's son/daughter than your hostility with the governor's nation drops by 120.

If a diplomat is seen as more influential than a governor's son/daughter who is not married to the player but less influential than a governor's son/daughter who is married:

The governor's son/daughter introduces you to the governor. Your hostility with the governor's nation drops by 60. Should you be married to the governor's son/daughter than your hostility with the governor's nation drops by 90.
Card Suggestion #3
Spouse's Jewelry(Uncommon)
Requirement - Must be married to a governor's son/daughter. The governor's son/daughter's affinity must be 100 and his/her mood must be "walking on clouds".
You look for some nice jewelry for your spouse. When you invest on the gift you have to spend both extra turns and extra gold on the gift.Your spouse rewards you based on the quality of the jewelry you gifted him/her by giving you a present/voodoo card based on how much you invested in giving him/her the jewelry. In other words you gain a better chance of getting an uncommon or rare card depending on both how many extra turns you invest on the card and how much extra gold that you invest on the card.
If the player doesn't spend any extra turns and extra gold on the card then the player has the same odds of receiving a common card, an uncommon card or a rare card as the standard voodoo card gift that you receive from the governor's son/daughter.
