Given the recent and continued attacks from enemies in the shadows, the UK has determined that they are no longer willing to divide their resources between the defense of three ports. Rather than see one of their ports fall into the hands of enemies, they have looked to a hand over control of one of those ports to a neutral party- one that will govern the port impartially and be fair in port dealings with the UK and other nations in the future.
It is thus that the young merchant-nation of Kiribati has been handed control of the port of Baramas. We do not take it by force, but with full approval of the council of the UK. We are honored for their consideration in this, and grateful for the opportunity it affords to the benefit of Kiribati and its citizens, and to Avenmora at large.
We therefore declare that the port of Baramas is henceforth under the ownership of the nation of Kiribati. We consider it wholly ours, and its citizens and lands to be citizens and territory of the nation of Kiribati.
We will therefore defend it as such, both now and in the future...
