Letter of marque would be more of a privateer thing, however, i don't see why nations should not be able to contract some actions against their rivals. It would just not be sanctioned. The pirates could get incentive pay, but only upon completeing the action, but be under no obligation of the nation. So priates would not be safe from the contracting nation or that nation safe from pirates.

I like the idea of adding structure to Pirates, but I think this pushes pirates too close to nations. Pirates didn't always work together and get along. A true lone wolf should be able to gain the benefits granted to pirates without the need to progress through a hierarchy managed by other pirates. As well with the current suggestion, a pirate could be pushed away from the group solely on the chance that those high enough up don't like the player, thus restricting him from gaining some of the benefits.

I think that ranks up to and including Captain should be obtained without requiring permission to rank up.

In my opinion

This is a feature for organized pirates, should they choose to do so. I dont see why there should be handouts for lone wolves. Independant pirates would function exactly as they do now. Independant means you are not bound to the code or the republic, but you should not benefit from its existance either.

This idea just defeats the purpose of piracy. Pirates already have their upkeep costs halved and pay zero tax. That's huge already. All they need now is a Flagship and they will be set for life.

A republic of pirates just sounds wrong and the whole proposal seems incredibly complicated. If a pirate is in need of company let him join a nation and raid till his turns run out.

Any decent pirate would not have enough ships to care about the cost of upkeep.

Organized Pirate republics actually existed, and sometimes controlled ports.

Why not just join a nation?

Having both the advantage of pirate and nation sounds unfair, don't go and say that this is a good idea because this is something that real life had.

Hey actually why not add slaves as well, we had that in real life. NO! You know why? Cus that is a terrible idea.
Slaves : Free cost, word harder than your hired crew, no unkeep, abundant.

Ok we can already move people from one nation to another by ship, without their permission,

And a card named forcred labor.

That is not to far off from your suggestion.

Slaves while historically correct, would make more sense with plantations. However, I suspect may be to culturally offensive to far to many people to even be considered.

Pirates only offend large merchants. However true pirates need wealthy merchants, the more the better.
It is in thier interest to not raid desructively, so they will continue to have targets of value. Because this is thier bread and butter. Unlike certain violent privateer groups i can think of who make money off trade and plunder who dont care how fast you get rebuilt and back on the water.
If they cant find a target of value they may just focus on trade for a while.
