Republic of pirates 2.0

This is a revision of the Republic of Pirates suggestion -original post below
I was uncertain if this had significant enough differences to create an entirely new thread.
Many features have been clarified, a few have been changed or streamlined, and a few features have been added, however it is still the same suggestion.
Thank you to The Argonaut for providing some historical resouces and a fresh point of veiw that inspired many of the recent revisions.

Coalition Ranks (similar to in nations but specific for pirates )

Pirate king – king of all pirates
Magistrate - elected pirate governor – if a port is held
Pirate lord - ( duke )
Captain ( marquess )
Quartermaster (count)
sailing master (baron)
Boatswain (admiral)
gunner(colonel)
crew(major)
powder monkey(captain)
Pirate ( citizen)

To join a coalition and rank up you apply with the magistrate. As with nations.
this is just the governors office. If an actual player Magistrate is not appointed the feature is still active.

Pirates achieve rank – by completion of missions.

Mission actions are cumulative. So for example if you capture 10 ships in a previous mission and the current rank requires 20 captures you only need to capture 10 additional ships to complete the mission requirement.
Total counts for missions reset if you leave or get kicked from the coalition or change coalitions.

Pirate ranks have ship ownership limitations. If you exceed those limitations for more than 48 hours you get bumped down in rank to the level where your ships ownership meets the ranks requirements.

Higher ranks will require election from currently ranked pirates if active currently ranked pirates exist.
A pirate at any time may apply for promotion to any position except magistrate
A magistrate is appointed from the available pirate lords and assigned port by the pirate king

Rank 1 - Pirate - a player who is flying the black but has not yet begun to rank or does not wish to rank.
A pirate has the same benefits and restrictions as a pirate does in the current system, no more, no less.
Want to sail the seas with your independence and report only to yourself. There be no need to join up with other pirates.
A pirate will not be affected in anyway by the rules, codes, tributes, ect created by coalitions if any exist.
So if you don't like it, you need not apply,
You be free to sail the black all day long independently and this would not affect you one bit.


You become a pirate by joining the game as a pirate, leaving a nation by choice, getting deported from a nation or leaving
a coalition by choice or getting marooned or turned out of a coalition
.


Want to try and form a Coalition.


In am suggesting the following 4 options for the coalitions, each option would be pirate options similar to an available nation.

The Brethern of of the Coast
THE Libertalia


Suggest each would get their own specific colors ( flag )


If multiple coalitions exist then they could be partners, friendly competition (neutral), or violent rivals.

Joining a pirate Coalition

To join a coalition a pirate goes to the magistrate of the republic (governor’s office )
The player chooses a Coalition.
The player makes his mark in the log - swearing an oath to abide by the code of the coalition they are joining.
This is the application to rank up to become part of a Coalition. This
is the application for the Rank of Powder Money

Rank 2 - Powder Monkey
Qualification requirements - must have won 50 battles, won 25 skirmish
Limitations – 25 trade route maximum
Mission – reach a minimum of 25 hostility per nation with all top nations with population
upon completion of missions you will acquire the rank of Powder monkey

Rank 3 - Crew – you may apply for the rank of crew with the magistrate
Qualification requirements - must have won 100 battles, won 50 skirmish
Limitations – 20 trade route maximum
Mission –reach a minimum of 50 hostility per nation with all top nations with population
upon completion of missions you will acquire the rank of crew

Rank 4 – Gunner – you may apply for the rank of Gunner with the magistrate
Qualification requirements - must have won 250 battles,won 75 skirmish and captured 5 ships
Limitations – 20 trade route maximum
Mission –reach a minimum of 250 hostility per nation with all top nations with population
Mission – reach a minimum of 500 hostility per nation with at least 2 of the top nations with population
Mission – find and defeat the pirate hunter Chalonger Ogle ( an NPC target )
upon completion of missions you will acquire the rank of gunner

Rank 5 – Boatswain – you may apply for the rank of Buccaneer with the magistrate
Qualification requirements - must have won 400 battles,won 150 skirmish and captured 10 ships
Limitations – 15 trade route maximum - 100 merchant class ship maximum
Mission – reach a minimum of 750 hostility with a top nation with population
Mission – find and defeat the pirate hunter William Rhett ( an NPC target )
The first time a pirate defeats William Rhett, they win a Frigate
upon completion of missions you will acquire the rank of Boatswain - this is the last automatically approved rank up.


Rank 6 –Sailing Master – you may apply for the rank of Sailing master with the magistrate
Qualification requirements - must have won 500 battles,won 200 skirmish and captured 25 ships
Limitations – 10 trade route maximum - 75 merchant class ship maximum
Mission – achieve a plunder balance of 10,000,000 in 24 hours
Mission – find and defeat the pirate hunter Robert Maynard ( an NPC target )
The first time a pirate defeats Robert Maynard, they win a Frigate

If the pirate coalition you are joining has active pirates - they must approve your rank up.
Request a rank upgrade from the republic of pirates - will flag like a nation event, a king, lord or magistrate
will need to start the vote for your promotion. If no vote is started within 24 hours you will be approved by default,
subsequent ranks will require a similar process.


Rank 7 –Quartermaster – you may apply for the rank of Quartermaster - with the magistrate
Qualification requirements - must have won 600 battles, won 300 skirmish and captured 50 ships
Limitations – 10 trade route maximum - 50 merchant class ship maximum
Mission – achieve a plunder balance of 10,000,000 in 24 hours
Mission – find and defeat the pirate hunter Jonathan Barnet ( an NPC target )
The first time a pirate defeats Jonathan Barnet, they win a Frigate

If the pirate coalition you are joining has active pirates - they must approve your rank up.
Request a rank upgrade from the republic of pirates - will flag like a nation event, a king, lord or magistrate
will need to start the vote for your promotion. If no vote is started within 48 hours you will be approved by default


Rank 8– Captain – you may apply for the rank of Captain with the magistrate
Qualification requirements - must have won 750 battles,won 400 skirmish and captured 75 ships
Limitations – 5 trade route maximum - 30 merchant class ship maximum
Mission – achieve a plunder balance of 10,000,000 in 24 hours
Mission – find and defeat the pirate hunter Woods Rodgers ( an NPC target )
The first time a pirate defeats Woods Rodgers, They earn the right to name their Flagship (if this feature has been implemented)
- This right does not get revoked should a Pirate lose their rank.

If the pirate coalition you are joining has active pirates - they must approve your rank up.
Request a rank upgrade from the republic of pirates - will flag like a nation event, a king, lord or magistrate
will need to start the vote for your promotion. If no vote is started within 48 hours you will be approved by default


Rank 9– Pirate Lord
– you may apply for the rank of Pirate Lord with the magistrate
Qualification requirements - must have won 1000 battles, won 500 skirmish and captured 100 ships
Limitations – 4 trade route maximum - 25 merchant class ship maximum
If the pirate coalition you are joining has active pirates - they must approve your rank up.
Request a rank upgrade from the republic of pirates - will flag like a nation event, a king, lord or magistrate
will need to start the vote for your promotion. If no vote is started within 48 hours you will be approved by default
Similar to Dukes, their may only be 10 pirate lords per coalition.


Rank 10– Magistrate – appointed – only an active position if a port is held
A magistrate has no trade or ship restrictions.

The Pirate king or any Pirate Lord except the nominee may nominate a Magistrate and start the vote.
To qualify to be nominated magistrate the player must have earned the rank of Captain
The Pirate King assigns ports if there are more than one magistrate and port available.
If no magistrate has been elected than the pirate lord with the highest battle win count Is selected by default
If multiple ports are held – port preference is based upon battle win count unless ports have been assigned by the king
If port(s) are lost – magistrates return to a position of pirate lord – in reverse of the order they were appointed – last in is first out.
If you lose the the position of magistrate you have 72 hours to get your trade routes and ship count back into the limit range if it is no so.


Rank 11– Pirate king – you may apply for the rank of Pirate king with the magistrate
Qualification requirements - must have reached the rank of captain.
Request a rank upgrade from the republic of pirates - will flag like a nation event, but a king,
lord or magistrate will need to start the vote for your promotion
lord or magistrate may also nominate or start a vote for a qualified candidate

If the pirate coalition you are joining has active pirates - they must approve your rank up.

Lack of enthusiasm

In the event no one applies or is nominated for positions above captain - players with the rank of captain will
automatically advance in rank and be rated by highest number of wins assuming they meet the needed qualifications and limits.
Players voted into or assigned a position will always surpass players positioned by battle wins.


Dual

If king position is challenged by a applied for or nominated king and the second king is approved by vote.
the reigning king being vote out can request a combat challenge in the form of Player vs Player between the to kings
to settle the dispute. I would love to see a dual or a 1 on 1 navel battle be possible to settle this. For now I
would suggest each player raids for 24 hours, the player who wins the highest plunder balance would win the position.



Promotion

If a ranked pirate is deemed worthy of a better position a vote can be started to promote 1 rank
For promotion it can be started by self for most ranks.

Reversion

A ranked pirate may choose to take a reversion to a lower rank in order to increase trade fleets and merchant ship count to work on the hideout.
A reversion may be requested at the governors office. Re rank missions will be required from the reversion point back to the desired rank once the player chooses to advance again.

Demotion

If a ranked pirate is deemed unworthy of elected rank a vote can be started by king, magistrate or lord to demote 1 rank.
You can be demoted more than 1 rank, however only one rank per voting cycle.
You can challenge your demotion by requesting a dual against the player that nominated you for demotion.

Marooned

If Tribute ( a percentage of earnings paid to the coalition ) is requested by the current code of the Coalition you belong to and you
Refuse to pay tribute– a ranked player loses rank and becomes a pirate, cannot re rank until the debt is paid off.
Marooned Trigger can be toggled on and off and is selectible like a law - by conclave
Marooned can be time delayed to offer pirates in hard times to pay back their debts.
A balance limit can also be set

Turned out

If a pirate is believed to have violated the trust of his Coalition, a vote can be held to remove the pirates rank from their coalition, pirate cannot re rank for x number of days being a few possible selections for example 1,3,7,14,30
the percentage of vote needed to turned out a Pirate is always majority, however the level can be adjusted to a higher percentage
at conclave
You can challenge your turnout by requesting a dual against the player that nominated you for demotion.
If you get turned out you revert to pirate rank.

Ranked pirates can vote on Pirate code of their specific coalition
Ranked pirates vote on the status of fellow pirates in their coalition
Ranked pirates vote on their coalitions status with other pirate coalitions

You gain +1 to your voting power if you are one of the top ten influence holding pirates in your coalition.

Suggested pirate codes

Codes do not exist until a coalitions conclave votes to have them.

Tribute ( like taxes )
Pirates pay tribute to the Republic of pirates - can be set anywhere between 1 % and 50 %
of daily plunder balance – can opt out with penalty.
Shares ( like stipend )
Shares of the Republics wealth can be paid out to the ranks


Marooned
In hard times a pirate may select to not pay tribute, Law can be set to maroon the pirate if the pirate has
1- not paid in x number of days – x is selectable - 5 days, 10 days, 30 days
to be voted in pirate codes

2 - passed a certain balance limit – voted in pirate codes.


War on pirate hunters

Top ten players with hostility against the Republic of Pirates are classed as pirate hunters
If this code is voted active, -1 turn use when a player flying the black attacks a pirate hunter.
you would be encouraging clearing the pirate hunters danger, so this can be vote active or not.

Port action
- conclave vote to choose port occupation or port plunder
The action that would occur if your coalition invades a port

If a coalition of Pirates takes control of port

If a Coalition hoists it colors in a port
The default is a port occupation.
However ports can also be plundered
A pirate port action cannot be changed from occupation to plunder or plunder to occupation
While they control it.

Port plunder

Pre port invasion a coalition can hold Conclave and vote to plunder or occupy a port.
If port plunder is approved the pirates have 48 hours post vote approval to successfully sac the port and plunder it.
A port plunder sacs the ports daily income from the previous nation for each day of occupation.
plus an extra 10% from looting for 3 days. After three days the port functions will no longer payout to pirates.
After the 3 day period holding the port would have no benefit it will be like pirate ports function now.


Port Occupation

In the event the normal port commodity is rum - the commodity will default to either food or tobacco ( decided by admin when feature is originally set up) depending on the most common routes used by local merchants.
- The port will always be a party port for rum. While under pirate control

The black market-
Every plunder or skirmish made by any pirate will generate a small amount market goods for sale at -2 of the local market rate.
in the controlled port.
Goods generate NPC, the amount is to be determined by admin although I suggest it is either tied to the type of fleet plundered
or luck based. This cargo would fill market spaces to be sold by the coalition in the player to player market.


- Rum festival yields an extra +2 per crate in that port, to any merchant brave enough to approach the port. Population be not important – the pirates will gladly drink your rum.
- Rum purchase at market yields and extra +3 purchase price over the highest normal port rate
- Danger incurred while trading with a pirate port. Ships departing a pirate port run the risk of getting caught trying to sell stolen goods in their destination port. There is a 10 % chance of
Getting held up at the destination port trying to sneak the cargo past customs. If this happens
The fleet will receive +2 danger on port arrival. Delaying the next departure by 1 hour.
Not managing danger carefully could result in a lit fleet or fleets due to this risk.

Influence – The ten most influential pirates per coalition will be rewarded with +1 in voting power

Danger reduction

For each port your coalition holds the pirates belonging to that coalition receive
-2 danger per attack in the port you hold and -1 danger globally ( all other ports) up to a maximum of -3 danger per attack

if your coalition holds 1 port your - attacks in that port generate 4 danger per attack instead of 6
your attacks in all other ports generate 5 danger per attack instead of 6

if your coalltion holds 2 ports - attacks in that port generate 3 danger per attack instead of 6
your attacks in all other ports generate 4 danger per attack instead of 6

if your coalltion holds 3 ports - attacks in that port generate 3 danger per attack instead of 6
your attacks in all other ports generate 3 danger per attack instead of 6

Danger will never be less than 3 even if additional ports are held.

If coalitions are in partnership - this extends between the coalitions and the net ports they hold.


Piracy bonus

For each port your coalition holds the pirates belonging to that coalition receive
1 advance piracy bonus, so sloops, sloops of war, brigantines, brigs of war and frigates, generate a 2% more plunder when they deal the last winning blow. This is at the expense of the player or NPC being attacked. This does not interfere with advance piracy casts, you may stack a full set of advanced piracy casts on top of this if you choose.

if coalitions are in partnership - this extends between the coalitions and the net ports they hold.


Pirate Wars - Rival Pirate Coalitions
If it has been vote in conclave declaring another coalition a rival.

+2 advance piracy bonus, so sloops, sloops of war, brigantines, brigs of war and frigates, generate a 4% more plunder when they deal the last winning blow. This is at the expense of the player or NPC being attacked. This does not interfere with advance piracy casts, you may stack a full set of advanced piracy casts on top of this if you choose. When attacking a conclave voted rival pirate coalition player.

-2 danger when attacking a conclave voted rival pirate coalition player.

The King assigns ports if there are more than one magistrate and port available.
If no magistrate has been elected than the pirate lord with the highest win count

If there are multiple elected magistrates for multiple ports – port preference is based upon battle win count unless ports have been assigned by the king
If port(s) are lost – magistrates return to a position of pirate lord – in reverse of the order they were appointed – last in is first out.


Rank 11– Pirate king – you may apply for the rank of Pirate Lord with the magistrate
Qualification requirements - must have won 2500 battles, won 1000 skirmish and captured 400 ships
Limitations – 3 trade route maximum - 15 merchant class ship maximum
Request a rank upgrade from the republic of pirates - will flag like a nation event, but a king,
lord or magistrate will need to start the vote for your promotion
lord or magistrate may also nominate or start a vote for a qualified candidate

To ensure ranking is possible – if no one is available to start a vote
If there are less than 4 active ranked pirates when you apply for ranks, vote is bypassed and you will get automatically approved. If there is less than 1 pirate lord, when you apply for ranks, vote is bypassed you will get automatically approved.


Promotion
If a ranked pirate is deemed worthy of a better position a vote can be started to promote 1 rank
For promotion it can be started by self or another

Reversion
A ranked pirate may take reversion, to a lower rank in order to increase trade fleets and merchant ship count to work on the hideout. NOTE – If Contract shipping becomes available this option should be removed.

Demotion
If a ranked pirate is deemed unworthy of elected rank a vote can be started to demote 1 rank

Marooned
Refusal to pay tribute– a ranked player loses rank and becomes a swabbie, cannot re rank until the debt is paid off. Trigger selectable by conclave

Turned out

Republic of Pirates control of port

If the black is hoisted in a port,
Default is a port occupation.

- Any commodities except rum may be available. The port will always be a party port for rum.
While under pirate control
- The current commodity is generated on the plunder of the previous day.
If the most plundered route by those flying the black for the previous day was tobacco, the port will be selling tobacco at a substantial discount, to any merchant brave enough to approach the port. Suggested discount -2 to best going rate in a normal port.
Resources sold at port return 25% to the Republic of Pirates. However plunders must take place to stock the port. Need a function for this, but if pirates don’t plunder enough, then cargo should not generate

- Rum festival yields an extra +2 per crate in that port, to any merchant brave enough to approach the port. Population be not important – the pirates will gladly drink your rum.
- Rum purchase at market yields and extra +3 purchase price over the highest normal port rate
- Danger incurred while trading with a pirate port. Ships departing a pirate port run the risk of getting caught trying to sell stolen goods in their destination port. There is a 10 % chance of
Getting held up at the destination port trying to sneak the cargo past customs. If this happens
The fleet will receive +2 danger on port arrival. Delaying the next departure by 1 hour.
Not managing danger carefully could result in a lit fleet or fleets due to this risk.

NPC Tribute
- 5% of daily plunder balance by those flying the black – is NPC generated and added to the Republic treasury. Must hold a port for this to generate.

Influence – The most influential pirates will be rewarded with the best rumors of dealings where money can be made
during occupation top ten most influential ranked pirates will get
( their influence / 500,000,000) x ( daily port income ) -these numbers may need adjustment

Remaining revenue goes to the Republic of Pirates treasury

I support this in many ways, but only if the added benefits of controlling rank-ups and having the choice to either plunder or occupy a port are also given to nations.

Controlling citizenship and rank would seem far more likely and logical for a nation than a loosely-affiliated band of pirates, so for pirates to have such a boon, and nations not would be daft.

In a nation v nation war, the ability to plunder a port would add some new strategy to matters : one side could inflict loss on the other without having to keep a port it may not need long-term. This is historically accurate as sacking ports and cities was a well-worn battle plan : in the 17th to 19th century, the Royal Navy had an active policy of 'chastisement', in which a port would be attacked, plundered and wrecked to warn off pirates or troublesome local rulers using it as a base : nowadays we would call it 'scorched earth' but in medieval times it was called a 'chevauchée' : a good example of a chevauchée was the English campaign across France which ended at the Battle of Agincourt. Again, it would be daft to restrict this ability just to pirates.

Total battle wins ever -

I tried to make rank up requirements reasonable to reach for newer players, at least at the lower ranks,
but felt they were needed to ensure that players reaching positions had some level of experience
to back the role in that position.

Due daily skirmish limits, the higher ranks will require a bit of time to reach for players that do not already
have the skirmish wins. However skirmish wins require important pirate skills like using gossip and tracking fleets.

I agree nations should have the option of plunder or occupy also.

So what benefits does the rank provide? Other than a Captain having the ability to name their flagship.

Why don't we have fame put to use in this instead of influence for pirate controlled ports? Pirates like Blackbeard and Charles Vane were very famous for their skills and had high notoriety.
For an example ratio: you would get 7 fame per 10 gold coins put into a pirate port. This only applies if you are a pirate.


You get voted into positions, so only your standing among your pirate piers is relevant.
Game indicated fame is to easily manipulated to be useful. (who added this part? 0.0 I only added the ratio for an example. :xx)

I'd add another caveat : many of the ranks require reaching a specified number of plundered ships : but such records are only a recent addition and for players active from before then, no count of ships stolen was ever kept. This disadvantage would be sorted if the ships plundered requirement was taken from the day the mission starts : i.e, if 25 ships are required, then you start the mission at zero.

Addendum : This should apply across all ranking missions : the counts for ships plundered, skirmishes and battles should start at zero with your initial ranking mission and only those gained whilst ranking should apply towards counts required for higher ranks : this would ensure only actions done while flying the black flag are counted as 'pirate' acts.

Good point.
Originally rank affected vote strength on all levels, while a pirate nation would not have the same weight
as the monarchy, I may need to add this back in to some extent

Currently rank up only progresses you towards higher ranks, until you reach lord magistrate or king.

I really do not have a problem if the numbers were adjusted as baselines starting from time the mission is started.
Requirements would need to be lower, as they are not cumulative and would also be wiped should a player leave the republic of pirates
and need to re rank when joining again. This could be considered also.

Re your edit, could be cumulative, over rank up also. Agree that
All requirements, ships battles skirmish should be done the same way
