Perhaps unlicensed farming could be a choice - but your production could only be transported by a player flying the black
and if your farming infamy grows to high you get in trouble with the nation.
Unlicensed farms would have a low operating cost due to no taxes / bribes / fees ect.
so products could sell at a below market rate and also yield a better profit per crate for the farmer
and better profit for the smuggler
This would come with risk of discovery
Your investments would be in barriers and camo to prevent discovery of the farm. As the farm grows, if it out paces you investment in concealment you start incurring farm infamy. If this happens a nation can vote to have your farm destroyed. I suggest a voodoo card that reduces farm infamy.
alternately - if there are not enough pirates interested in smuggling product - perhaps the transport could be extended to
player that belong to any non port controlling nation
