The main reason was, that inactives had a lot of officers, and since they are of no use, thats why. AND BESIDES IT SAID ONCE USE, YOU CAN USE IT ONLY ONE TIME ON A CERTAIN INACTIVE.

When a player goes inactive there is normally plenty of stuff to steal and take from them already, not much is safe if you disappear for a long time. You will most likely lose any gold not in a bank, your ships, your nation rank, It would be too cruel to make it to where they would lose their officers too.
