What about the sailor who scuttles his ship to avoid being tracked down by the law?

Those docked will not be taken into account. Those outside of a fleet, will.

Here you go Vane, just keep a few low level sloops out of fleet that no one wants to burn commandeers on and you skate like a free man.

If it doesn't count purely floating ships then its a silly suggestion because it could be easily worked around. No one in their right mind is going to burn a bunch of commandeer cards to get rid of someones ships to trigger this penalty. -1

Edit: I didn't take into account Ravage which is also an option. I still think there is a lot of opportunity to be able to avoid penalty here with it factoring in out of fleet ships.

Nah still way too easy to lock me out with this. I've thought of probably 3 different ways already and counters to my counters..

I get the idea for a "win" concept but this also damages the strategy of pure pirates.

I approve of this suggestion.

Battle should have consequences : if a player loses all their ships, and that's a rare occurrence anyway for an active player, then this seems fair enough to me. I would like a clause which prevents any player without an active ship (in fleet and at sea) from casting any voodoo on another player (friendly or hostile) until they get themselves afloat once more: this goes some way towards that.

From a guild-war point of view this is an excellent addition to the armoury of tactics : if the guild fails to protect its member such that a de-fleet occurs then it MUST have a consequence beyond a few tears being shed.

No, but they could ravage them, sink them and claim a rare voodoo card instead... :)

I think this is more to show or say hey we just beat you up bad enough you can't cast on us hah.

One thing that I mostly think this is about is helping get rid of the walking voodoo chests.
