What determines BD ports for nation missions?

When you rank up in a nation, there are several types of missions. One of the missions is to reduce the population in a specific port. Does anyone know the rules that determine which ports are selected for such missions? Obviously it is not a mission in the nation you are ranking up in, but other than that - what parameters determine which ports you are asked to reduce the population in?

Population Rate of Growth and Nation Hostility. I am assuming. That is how I would do it.

The reply I got from admin was that the exact algoritm is rather complex, but that in general, the largest port of the nation with the highest population is the most likely target for BD missions.

Thought I'd share that here, as I believe the rules should be equally available to all players.

At some point we will allow nations to make this selections instead.

The priority for Black Deaths is rather low (the lowest) and it while it may appear for one player, it will not mean that it will appear to all players.

how do I immigrate and exterminate citizens? (reduce population) without voodoo?

it can be done by transporting them in fleets, but it is very slow going, not really usable for nation missions
