it changes where the ship tax goes, so it would hurt the one person nation kings, but those are no new players.
it does not give new players an advantage, but the whole nation system is not set up to help new players.

i also think that new players have some form of beginners protection against taxation; that should stay the same.


what this proposal does is making ports and nations more prominent, more desirable to own.
traders want peace and safe trading. too much of that makes this game boring. a good balance of safety and danger is healthy. tweaking the system a bit, so that players can adjust a game dynamic is imo a good thing.
who own the ports? are those the hardcore pirates or the peaceful traders? i have no fear that ports will get hijacked by unreasonable fees.

this voodoo suggestion does little to boost the nation/port part of the game. it's targeting a port (how will the players know that they get fleeced?) but the caster profits.
my proposal is a nation setting the tariffs. clear to all and allowing to promote or demote trade to the ports they own. that will trigger the trade prices when they are adjusted, but in an indirect way.

Charging a fee to dock or remain idle in port which is changeable by a governor of said port is an awful idea.

Something like this would give further reason for players to reduce their ship counts.

Just think of poor poor CDV, he would lose a lot of gold just because he is jamming up the ports with his ships.

Taxation voodoo would need to be changed to affect Harbor Fees. Now as I pirate I simply cast foj and taxation before the hour.. what a score! Makes it way too easy..

Or on a bad note, forcing a pirate to pay the fee before he leaves port or else he can't? Forget that, currently pirates enjoy no tax and half upkeep, you suggest taking away one of the few bonuses they have?

Further more, so many players have shown their ability to play sheep and follow the prime ports into what ever nation they go to. A feature like this will make more players join those established with solid port set ups and decrease the diversity of nations we have on the map.. then all ports will be controlled by one nation at some point and we have absolutely "no" conflict... counter productive mate.

If it changed so that you had to pay a docking fee then I would just outright quit the game.

By outright quit I meant outright quit trying to trade and just end up as a pirate.
