the current system is a daily tax of ships and cannons

i like to replace to this a 'Harbor fee'
each fleet, upon entering a port, registers with the harbor master. when that fleet wants to leave that harbor it has to pay the 'Harbor fee' first.

this fee is set by the governor of the port and the revenue goes to his nation.
there will be three sets of fees; own nation, neutral nations and hostile nations/pirates.
the fee will be an hourly fee, to linger in a port will cost as much as making making 1 hour trips continuously)

the standard setting will result in a similar taxing as the present system, only revenue goes to the ports visited.
(assuming all fleets are trading one hour trade routes)

my proposal will strengthen the value of port ownership.
and it makes long distance trading slightly more attractive

Interesting suggestion. but will hostile nations/pirates be forced to pay these fees? Does not make much sense if they do. This could also be abused. A nation could decide to set the fees for its own citizens to next to nothing, and make every other nation pay quite a hefty fine. Sure players could decide to not trade at these ports, but if a nation gains a monopoly on a resource then that could be bad news for everyone else. And if players can decide not to pay these fines then whats to stop everyone from simply refusing to pay? I suppose there is hostility, but that's not all that great a motivator to pay taxes.

-1 it would destroy new players and it would close many ports because what pervents me that I set 100 gc tax in my port making others lose money instead of earning.

the standard setting is equal in tax as the present system. your objection is a good one, we don't want abuse.
however doing what you perversely propose, high tax rate to all non-nation members will quickly result in a port war. many traders are content to trade in ports not belonging to their nation. but when it come to loss of profit they may take diplomatic action by blood and iron. :cannon

my first thought is refusing the fleet to leave the port until the fee is paid :)
a better system may be that high port hostility (due to unpaid harbor fees) leads to double danger gain in those ports! When a second hostility threshold is passed AND when that player has been inactive for 6 month the fleets of that player will gain danger as well. (after a year of inactivity 'out of fleet ships' will be auto ravaged)

I personally want more control over the ports as a governor, but this is a bad idea if the governor is greedy a prime trade port like tozgos would have a high fee making traders make even less money than ever. It's even worse for new players.

This suggestion would widen the range between the nobles and the poor even more.

-1, I agree with Wolfie, it would kill the new player base that we already struggle with.
