For me, the whole point is to pick the best players, as perceived by the Captains, for the teams needs. The limiter should be the Captains choices, not if or how many times that player may have been chosen before.
Top players get chosen because they ARE top players : they have proved themselves in their chosen field and their presence will enhance ANY team. The variation comes from the Captains, deciding which fits best in their overall scheme, and why. The suspense is on seeing who has their first choices taken and how they change and adapt their team to compensate for that. Further suspense is on seeing who has broken into the top tiers, who is giving the top rank in each field a run for their money.
Let's not devalue the kudos of being drafted, or chosen as a team captain, by excluding those who have gone before : for then, it only means the current batch had no competition : everyone will, eventually, be a 'winner' and we will end up proving nothing more than that.
Well said, and has my vote.
