i have no problem with that. i even have no problem with undercover legendary cards, but i do think that it should not be automatically undercover because it has always been that way.
I dont see how restricting undercover ability to those who have a hide-out, and in that hideout a Witch Hut and further, to those who have the economic power to create the new legendary cards, is an improvement. The only ones who will be able to operate undercover are those already powerful enough to be able to ignore the reactions from being known to have used them. Meanwhile, those with less power, and less defensive abilities will have their actions revealed and would thus be inhibited from acting at all. I do not see that as an improvement or as desirable.
I do see it as desirable for EXISTING port owners : I see it as a hinderance to prospective port owners unless they have a powerful player with a Witch Hut and the means to use it in their number.
I see it as restricting port control battles and reducing the potential for new nations to enter that fray.
It's a bit 'pull the ladder up after you' in nature : these cards were used to get where we are, now we think they are bad and might make it easier for others to do the same.
