1. Welcome to the forums!
2. I don't follow how this excludes new players. You pay to rest and you get a benefit from it. The gold to rest is pretty affordable IMO. Let me know why you think its for TOP players only and perhaps we can revise.

its not made for "top" players but it is made for players that have been around awhile and dont have much left to buy with there gold

I would like to see some more (better) options that we can put in the list for when Sailors are at rest. These benefits need to be worth the down time plus the gold paid.

Either different benefits than those I listed in first post or maybe consider doing a 3x or 4x on the benefit for the time at rest.

I don't know what to move the merchant numbers to, but far above current, and then it's going to be called OP

I think same like Haron on this suggestion. The bonuses not worth for merchants good for goldsmithers and nice for pirates.

1-) Maybe we should rest instead of fleets. Some pros and cons can be added to make it viable and situational. I have voodoo usage in my mind but dont think it will be balanced. Still posting it to learn your thoughts about it.

During rest We could be immune to player targeted voodoos but vulnerable to fleet or port targeted voodoos and cant cast any voodoos during rest time. The idea might be odd but we can define and set castable or uncastable voodoos to clarifications. and you cant stop rest in the middle of it.
For example you will attack by levi ambush but cant be attacked by booty, assassin, magpie.

Or simply give another bonuses for merchants beside %2 profit(it wont help party card traders too) There was a legendary card suggestion about danger lose for every 30 mins instead of 1 hours. in my opinion It will fit well for merchants.

70% chance of fleet avoiding skirmish. Max rest time 12 hours. Max Benefit Time 24 hours This is nice for goldsmithers.
Lower Danger Gain per attack by 2. Max rest time 12 hours. Max Benefit Time 24 hours This is nice for pirates.


For inn place. make it available for capitals. and when you lose your capital's pops. you should build new one on your new capital. max of two per nations.

Making it controlled by governors is a good idea but prevent to it changes daily make a council vote for it between governors or top 3-5 influence owners in a nation above duke ranks to control inns for a month. revote for every month for next controller or expand the time of current owner's.

Another option The winner of votes should build inn with his assets. And if nation want to change the owner of inn after one month the new owner should pay the cost of inn to the last owner.

If inn's port taken by another nation. for 3 day of period inn would be closed for both sides. if last owner nation wouldnt get port back after 3 days new owner of port will choose to pay %70 of the inn's cost to last owner and take control of inn or they need to make a new inn from the beginning. The decision belongs to controller nation of port.
