Duration:
24 hours or until first use.

Description:
The selected fleet, if attacked, slips into a fog bank and escapes without damage or loss. Its Danger Rating is reduced as for any attack.

We could add a chance to this. Like 50%. Or else it becomes better than Hideout which is rare!

I would go with an even smaller 25%. Even with 50% it is better than a hideout.

Hideout takes 18 DR off a fleet immediately, this only works if the fleet is attacked within 24 hours of it being cast and then at a 50% chance. I think it is only thought to be better than Hideout because it is proposed to be Uncommon, not Rare.

This does raise another question as to whether all cards can or should be applied simultaneously several times over. It would be maybe overly powerful if I could apply it several times to the same fleet. But the same is true of applying Mindbar followed by a stack of Countercurse (which I believe is possible) rendering me pretty much immune to voodoo attack.

A determined attacker could use Purify or Serenity to clear this card, or as Captain Jack suggests apply another proposed card Weather Gage to cancel it out. So it might foil a casual attacker but not someone who is intent on hitting a particular fleet.

I think this card should be common, but have a 50% success rate. Then make it so that it can only be used on fleets without any Ship of the lines, Large Frigates, Flag Galleons or Frigates.

Also add MoW to your list, Skyhawk.

If it worked on any fleet I would expect this to get cast on everyone's plunder fleets right after plundering someone 3 times. That fleet's danger rating would reduce to below 3 which means they could make 3 attacks for 0 return attacks.

Also I think 3 turns is a bit low for how well it avoids damage. I propose 6 turns. I don't think a fail rate as high as 50% would be good. I would expect it to fail if it only worked 50% of the time so I wouldn't bother spending my turns on it. 20% chance to fail maybe? At least some chance of failing would be realistic.

It should NOT be common because it modifies one of the most important mechanics in the game: Danger rating.

If it were common, I'd have 200 of them far too easily. I wouldn't complain much. With a few hundred dollars and some time investment, I could set up a pretty good defense without removing your Fugitive from Justice. Better some survival than none. It would have to be effective against Leviathan before I root fore it whole-heartedly. This and a can of Leviathan repellent would make an excellent birthday present.
