If you would change the name as suicide bomber and rework the bd, conspiracy and gold amounts it could be a solid voodoo card.

About turns it should have similar system like bury treasure you should be able to prepare them for usage. with daily twice max turn buy option and double turns it will take 13 days.

Also crafting duration should be 1 week-10 days.

I know this suggestion for fun but why not;)

100 conspiracy is probably not going to do as much as you think. Double it to 200. Also 500 black death would probably be enough. However, Since I had to rebuild Akrotiri on limited resources, I do not like this idea. I am rather biased in this area. -1

power creep has rendered call levi redundant and under-justified. a new voodoo, that destroys value in intense quantities, for example Damage to Buildings in Hideout, loss of Gold Bars (Fortunate False Wall: super-pirate voodoo capture 10% of gold in a target port.)(Squealing Dockman: identify all gold bars in a port, u have a Frigate in.) But large scale destructors of resources, or people in a place would be awesome. Also a super-weapon like the original poster would be awesome. call it autoimmune scurvy disease, kills 30% of a ports population, but costs a shit ton to produce. or it destroys all the food, and the civilians all die daily until food shows up.

next level super voodoo needs to show up, the kinda stuff that requires voodoo batteries, or multiple turns absorbed from multi-players together.
