Scrap is near nothing if you got a tail, it is 100% better than the previous ones where you practically lost the fleet if enough danger on it.

And 90% < 100% or am I wrong?

People were fine with 100%.

still too OP with this you create imaginary ships...

and yes 90<100 but still huge difference when those 100 is with 250 ships or 50 fleets and 400 ships or 80 fleets
