Pirate's have the Piracy Tech which is a very lucrative and a great addition to not only pirates but to whom ever attacks a lot in the game. This tech pays for itself. Combine that with Skirmish Tech and you almost have the "Gold" part covered for pirates.
Ships - Pirates have the benefit of only needing a few Frigs and Cutters to cause havoc against most players in the game. Add in the Gun Powder and Metal tech and Frigs become deadlier... but not needed with the right voodoo. I think a Flag Ship would be a cool addition to a pirates arsenal. A very fast ship like a cutter with a few extras, but not much more is needed.
Rum - I think if pirates control a Rum producing port then for each day they control it a Pirates Buried Treasure gains 1% per day its under the black (per Rum Port Controlled. Max 3% per day obviously). Since pirates get no nation bonus and don't have access to banks I think this would be a way to give them an added monetary benefit, it would entice pirates to bury more gold in the ground to gain more money on the 1% daily, in turn it would create more interest in people digging for buried treasure (a feature I am sad to say hold no real interest for me currently).

more something like the rum port idea, although that needs to be worked upon. pirates make lousy magistrates. but the idea to use one thing and add value at other parts of the game is very useful.
piracy is all about fighting and ship stealing (as i understand it), pirates are already very able to do so. pirates probably love the thrill of the chase over the constant steady flow of coins added to bank accounts.
i took part of the tavern idea and transposed it into a semi illegal pirate thing, it´s not the best of idea´s but it gives pirates something else to do with a thrill factor AND it provides new game play. ports get extra income thru my proposal so owning a port becomes more desirable. pirates may bribe or threaten port officials to get the monthly licence etc.
pirates are excluded from lot´s of benefits as Shadow already mentioned, imo they deserve a income generator exclusive for pirates. similar to banks but with a different function. the gambling ship was one suggestion, it could be totally different like a pawnshopwhich functions more as a ship lease company. pirates can offer ships they´ve captured on a lease basis. players have to pay a daily fee until the ship is paid off, if payments stop than the ship will return to the pawnshop as long as it is not stolen, sold or commandeered already.
