No That has been there for a long time.

There were players that were USA citizens but were not part of the USA Guild. The payout history shows that only USA Guild Members ever received payouts even though there were active US Players not part of the guild.

i was never part of the USA guild but I recall I got payments for ranking up, which helped me at the time. I can not remember if it was paid to me via the treasury or by an individual but I did get a few payouts.

yeah the nation gave payouts to the bank owners that were in the guild and then the guild would distribute it i joined the game just before the last payout was sent before the usa started saving up for the war they were planning with spain

For a little while myself and others were personally making payments to those that ranked. Now it is a structured national program. I also recently paid out 30-45 million to nation members for performing certain task.

Thats not the issue : its that citizens of USA (the nation) never got any pay-outs from the USA treasury, only USA (guild) members : it's been said that pay-outs were made from individuals purses (or banks) as rewards for rank-ups : seems an odd way to go about it but there you go...
