The key is to get players to stay with a nation. Offering them gc to join a nation isn't going to get them to stay longer than a short period of time if there is no incentive to do so. Wolfie said it best. Now don't get me wrong, I think that recruiting for your nation is important and incentives are a great means to do so, you just need to come up with long term incentives that benefit the nation and limit abuse.
For example: The USA provides payouts for completing nation missions for each rank (A bonus for each title) on top of stipend payments. While I'm sure Egypt provides better benefits in both of these areas, the USA provides a bonus that is good for newer players but not as much for older players. As well, we have rules that prevent abuse of our payouts.
