Yes. Everyone but the Captains are allowed to vote. No way to control who votes anyway. So I guess even the captains could sneak a vote in.. But I doubt they would.

im probably also one of the youngest people playing this game at a mere 15 years i joined when i was 14 but still ive watched things happened and taken them in to construct my own version of avonmora and the people that lived here i remembered when i started i thought this place looked like a shiny bank i could loot of fun and walk away to find the next game to play then i started getting into it the frustrating points and the fun points then i dug in and said this isn't just a bank for fun this is a mine of fun that hopefully will never end and that is when i decided to stay and learn all i can
