I think all plunders attempted by pirates in a pirate owned port should only leave 3 danger. Just thinking of some kind of unique addition to pirate-owned ports... There is very little incentive for it, even though in history, Pirate Owned ports had HUGE incentives, and many existed.
Additional Ideas - Created just as suggestions or side notes, don't bash them.
- Pirates can VOTE, yes I said vote, pirates were not that unorganized, if they wish to blockade a type of nation from entering their port. This would make it so every time a fleet from a blacklisted nation enters a pirate port, it gains 10 danger. Put the max at 3 nations. I find this would alter game play by making incentive for merchants to try to capture the port back.
- Pirates lose 36 danger when attacked in a pirate owned port, 18 if disfavor is on.
- Gold Vault - Pirates have vaults in the port in which they can store/takeout gold even if blacklist is on. Gold Vaults will be added to a nation's treasury if the pirate port is taken by another nation. Gold Vaults can only be used if the player has a fleet in the port.
