well with time spirals you can destroy there turns, which prevents them from doing anything really, you can also prevent them from using banks with blacklist, and if he has a few ships, you can try to plunder them, or just use leviathans to sink them. you can also use official lists of demands to destroy ship building resources so that after you sink there ships, they wont be able to build new ones for a while. there are ways to hurt pirates, it might not be as easy to hurt a pirate as it is to hurt a merchant(on average. some merchants would be tough to hurt.) but it IS possible to hurt a pirate.
