not really when they fly balck flag as if I am not mistaken their upkeep is halved...

You know how pirates have like 10 to 20 ships? Like tax will do much, whats more is that the ones flying the black flag don't have ship tax.

But few pirates actually fly the flag. The only pirate I know that does it is Nelson... Chin Chin does too now, as nobody seems to want him in their nation... but we won't consider him a pirate....

Look at the 'Yes' to 'No' votes, scrap the idea, move on.
And there are only a few pirates I know that anyone would want to target that fly the black flag. Most are in a nation.

The use of this is to intimidate pirates with low chip counts but it will be used to attack smaller players No Doubt
