Nations Overview: Editable Text Field (Small)

On the Nation's Overview Tab, just below the below the Citizen's Count, should be an editable text field. The text field will be used to provide an "About" section for the Nation.

- Provides a means for a Nation's Leadership to provide details such as external goals, expectations to players looking for a nation.
- By Default the field is blank.
- Manage button at the top right-side of the section allows editing.
- Manage is only available to members of the Nation Council.

Yes, but for Nations.

If this is implemented, then any new text should be subject to a national vote. Not that I really see this as very valuable.

Purely Organizational. With the possibility of Blockades, Forts, and Nation Wars, Nations should be more formal and organized. Ease of Organization can help with nation stability.
