This is pointless. So I could join France hit you 2 times ea day right after update and my hostility would be gone before next update. And voodoo can be casted all day without any hostility or fines. And if you try to fine ppl they will just hirer someone from another nation or just put a bounty on you. Or just hit you 8 times and go pirate with no taxes.
Also, just because you can avoid the law does not mean the law is pointless and deserves a -1. You mentioned how this could be done with voodoo. Great, perfect, that is the purpose of voodoo - to bend the game systems. Each nation can choose whether it is best for them. This law is a set game system that gives nations a means to deter nation to nation attack. You also mention just attack 8 times and become a pirate. Great, you're no longer a member of the nation so either way my nation was successful in stopping internal national conflict. What this law does is very simple, it deters people from taking the benefits of a nation for a long period of time, while at the same time attacking members of said nation. Again, the other ways you mentioned like, "And if you try to fine ppl they will just hirer someone from another nation or just put a bounty on you" already happen in the game as a way to not become a pirate. That's already a door. This law simply closes one of the doors. The law is very focused at one specific issue.
And before this is mentioned again, like we said earlier, paying the piracy fine does NOT REDUCE HOSTILITY. Reducing hostility can only be done by voodoo.
