If you are attacking your own nation members, you should be eligible for deportation. We aren't saying just come in and request that player x be deported because we don't like him to force good nation members out. If player x did something against the nation, there should be some consequence.

That is what hostility is. Reaching 75 hostility is way too easy and gets you expelled immediately. I think the minimum should be lowered: people in FoX join Egypt and the Egyptians cannot attack us full force because they could be deported and lose their benefits. I'm in favor of anything that halts the penalty gained if there is a function to declare a player or guild against the state

The point I'm making with this is sorta off-topic. PhoenixKnight made the point that we can't deport active players from the nation, specifically those that manipulate the 75 hostility point pirate rule. I agree with his assertion, that the ability to deport needs to be expanded but with restrictions to prevent abuse.

so long as you keep track of your attacks hostility wont affect you. launch 7 attacks in an hour, no penalty, launch an 8th and your a pirate. plus with voodoo you don't have to worry at all about hostility, since you don't gain hostility using hostile voodoo against fellow nation members, and voodoo can even be used to reduce your hostility. there needs to be some way to punish those who can manipulate the hostility system. one thing I can think of, that will help a little I suppose, is to double the amount of time it takes to lose hostility against your own nation, and maybe increase how much you gain per attack.

That's still pretty unfair in my opinion. Hostility is so easy to gain and stakes forever to lose. Do you lose hostility for getting attacked like you gain hostility when you are the attacker? ...

Not sure 'manipulation' is the correct word : the rules exist which dictate how it is gained, the voodoo exists to reduce it : as long as the player is working within those rules, its fair play, not manipulation, which implies a degree of mendacity. As in using a Hideout card to reduce danger on a fleet is not 'manipulation', it's fair use of a card. Only attacking 3 times before using such a card is not 'manipulation' either : its wise planning : so, keeping your hostility under 75 then using a HD to take it away (or waiting until it drops over the required period) is not 'manipulation' : just good play.

I think the discussion about what nations should be, is important. However, it's spread out over several threads. I, at least, have lost track of where this has been discussed. I proposed some suggestion myself in "nation change barrier" some time ago. Is there some way we could get some structure on the discussion? Would it be possible to collect all the relevant threads under one sub-forum, for instance?

Uh wait. You people put a lot of emphasis on the 'exploitation'. Why not simply put a limit on how much a treasury can extend to rewarding bounties?
I am not familiar with hostility or treasury robbing (sigh) but I think I read the bounty threads correctly.

it does take some time to lose hostility, but I believe that if your attacking your own nation, it should be more severe then attacking a different nation, what I said was a suggestion, and I am open to other suggestions aswell. i do believe that bonus hostility to attacking fellow nation members should increase, perhaps from 10 to 15. that way instead of 8 attacks, you become a pirate after 5. i suppose increasing the rate hostility drops was too unfair, so i will scrap that idea.
