Turns - 10
Rarity - Rare
Description - Target Player cannot move one random fleet for X hours. Where X is the amount of turns you invest. Maximum is 6 hours. Maximum it can be cast is 1/4 the amount of fleets the player has.

Ex: If a player has 100 fleets, only 25 can be taken down with this voodoo curse.

IF a player has LESS than 4 fleets, then this voodoo card can only make one fleet immobile, regardless if they have 2 or 3 fleets. (Though this game starts you off from the tutorial with 2 fleets automatically)

-1 There is already voodoo that can slow travel down significantly. I think that this in combination with the the other voodoo is too much.

Actually, there is one voodoo that stops merchants from making money but not stop pirates from moving, and that is the voodoo, flood.
