Sea of Debris (Voodoo)

still -1, i think it should be based on how many fleets they have. for example if a person who recently broke the new-player protection has 4 fleets and is in a guild currently at war, i dont think they should be able to be taken down. i see this card as something that would push players out of the game instead of promoting gameplay

hypothetically, guluere has 51 fleets. so say that the amount of this voodoo on target player cannot exceed 25% of total fleets so he can only be casted on 12 times

for example guluere has 51 fleets (actual number) and 0 of them arent offensive (actual number) so say that the amount of this voodoo on target player cannot exceed 80% of total fleets so even if he loses 0 he still has 10
