The reasons for rejection would apply to this card too. More so, as now we have hide-out/banks/marinas actually in use.
I don't see any connections with lost weekend. If I am not mistaken lost weekend would grant total peace, while this card doesn't pervent any castings it just lenghten trade period from 7 to 14 days so reasons why was lost weekend reject can't apply on this card
