It is far too damaging far too quickly : it becomes far too easy to reduce any players purse to tatters in no time at all : it's another 'I cast once, I win it all' card : it should never be so easy to capture a players fleets : it should require planning, effort, some skill and a portion of luck in your timing.

If you put in a restriction that this voodoo will only cast against someone who's fleets have not moved for 6 months, I will look at it closer but as Danik says, it is way to strong for regular play.
Of course, if it works against moving fleets only, that makes the voodoo useless to start with.

Good suggestion but way over powered, make it 10000 gold every time a player visits a port and the person who cast it gets the gold from the player you're leeching from.
