Lazy Craftsmen Upgrade

To take into account current game features based around craftsmen...

Lazy Craftsmen
Common
Turns: 3
Duration: 48hr
Stackable 5
Increases the turns needed to build any ship by 10. Increases Hideout construction time and research time by 10%

Bolded section is the only change to the card.
