It's not a bad card suggestion. I would not have suggested the "No Risk of Use" clause in the proposal. If you attack, there should be a price to pay. How about a compromise. What do you think of this?:
It doesn't trigger an event notification to tell that you were the one who attacked and if you lose the fight you get no danger but if you win you do get the danger. Multiple use on one card IS too much. I'd want this card if it were like that but I wouldn't want an enemy to have it. I think this is a borderline uncommon if it is designed correctly. It would be nice if there were cards like this that were uncommon and could only be used in a declared war. Not every attack has to be done from plain sight.
