I don't think you understand how treasure hunting works. the port max is at most 25% of largest treasure in port. NPC max is 6.25% of port max. All of your cards are just some turn savers, not money makers. they would just bring you to the max sooner, not actually increase it

I see my mistake with the comment. I edited it. I meant that you could win max multiple times thus allowing such. Also why -1 for time savers? And not all of them are time savers.
