controlling the port

I thought the whole point of the nation that controls the port was to give a discount to hiring crew members at that particular port. That does not seem to be the case, however. I have hired crew at a few different ports and they have allow cost me the same amount whether my country controls the port or not. Just wondering if this feature was not active yet as well as kings at the ports.

This used to happen in the past. It no longer happens. We located the text that claims so and we removed it.

Titles and their bonus are not yet implemented; it is something we currently work on and we expect to finish it in September.
