I don't think it's balanced enough. I see where you are going with the 1 danger per hour on caster for a single fleet, but someone can just make a 1 howker fleet and render that part useless.

There are many voodoo spells such as fireship where you can make a work around. The goal is that you will get on the plunder list for weakening a ship.
