The last comment first: I agree that such was the case in "real life". However, that does not mean it's the best rule for a game. Do we really want kings by lineage only?
Anyway, I'll admit I have too little experience to see how the rules should be. But I DO see that whatever rules will exist regarding this, it will be important. What I fear about your proposal, is that a team of ten players team up in a nation, rise to the top, and vote anyone else trying to rise in that nation out. On the other hand, I also favor rules that encourages loyalty to ones nation, lest you become a pirate. And I think your nationality should be SOMEWHAT stable - not saying you should never be allowed to change it, of course, but that changing nationality should take time and be kind of a big deal.
Another question: How come Danik hasn't been deported yet, if the current leadership doesn't want him there? Ah, but that is of course not a rule question, but a question about diplomacy, and I suspect the answer is highly classified information...
