I think that this idea might end up being a form of milking eventually where stronger older players would be the ones gaining from not as experienced players.

There have been ideas before (some published some not) to create means to hold turns. However, there are already enough such ways and not all all listed here already.

As for your top reason, what to do the excess turns, we already have a feature for this called Treasure Hunt
