Captains

Clicking on Officers takes to a page with a short explanation, but for Captains it says "Captains (Each ship needs a captain)"
which is not exactly correct.
It could be "Captains (Each ship in a fleet needs a captain)", or "Captains (Each ship needs a captain to be in a fleet)", maybe?

aye, you are spot on : the description needs updating now you dont need a captain free to be able to build a ship or hold it out of fleet.

You do need a captain to dock or undock a ship though.
