Looks good to me. One point though: I hope that technology research and upgrading an Academy(or another building) can be done concurrently and you don't have to stop one for the other.

How about an extra Skirmish technology that increases the plunder paid by the game (not lost by the player). ie, 7.5k per level (a total extra of 150k at level 20)

I agree with Danik too much and yea it is tempting maybe nerf it down to 3.5 or 5K per level it will still give great ammount but it will leave that small need for plunder attack ;)

I dunno. From what I read you only get 3 skirmishes per day. I don't think it would be to much. Also with the proposed costs of the other technologies I saw it would still take a long time to see any of the investment returned.
