This could work.

However, perhaps it would be better if we simply produced a warning message to all those that have spend 3000 or less turns. Although I admit I am skeptical about it as bounties might be the golden chance to make voodoo less personal. Or give guilds a deeper meaning (hey, nothing bad by voodooing back a newb that dared to voodoo you in first place, even as a guild).

Getting a baseline of some sort might work ? Perhaps a reminder of what a voodoo card can fetch in auction would remind people what a card is worth. Especially a newer type.
If I wanted to place a bounty on Pegleg Pete and chose Fugitive from Justice as my bounty of choice, perhaps a notice comes up that states that last auction prices were 8 credits each for FFJ's. if avg price is 150k gc/credit, even the most basic player can do the math to determine what a reasonable bounty would be.
That said, they may find a benevolent ally who takes them up regardless the price. A 10% admin/brokerage fees might still be in order in the event no one accepts the bounty ?

-1 . The Bounty System definitely needs an update, but Positive Voodoo casts shouldn't be part of it.

Now if we were to convert the Bounty System into a General Contract System. Then I could see expanding to add other game aspects to include "Positive" Voodoo.
