I think its this : OP stated that gold was NOT included, so its just 6 resources per port reqd.

Whether it is 18*7 or 21*6, I agree that the magic number is 126. What bothers me is that a 4 port trade route can supply one particular resource to only 3 ports and not 4. For example, a four port route involving Kanoni, Baramas, St. martins, and Pania, will supply wood to the latter 3 ports. If the 'supply' of wood to Kanoni is included, then the magic number would become 147 and not 126.

If you include supply of other resources, for e.g., Pania supplies rum to Kanoni at the end run; then, I can think of a way to do this with only 6 fleets.

no : Port A sends it resource to B, then B's resource goes to C, C's to D, and finally, last leg is port D's resource to port A : that's 4 of the reqd 126 drops done : the tricky part is working out all the routes to cover all resources to all ports... that I am not doing...
