If that is the case, you should be able to restrict that permission individually, or rename Memberlist to Administration or something as such. You could also hide the link from those that don't have permission to use it.

Mr.Rothschild is right it pervents those actions.
I agree with idea of being able to pervent from seeing to some specific players but curnnent mechanics alo works with perventing to certain guild ranks. It should be tuned up but it shouldn't be high on the list of changes

1)Public memberlist is always visible. The reason is that every player brings a Guild Tag which means that anyone is able to find eventually the whole memberlist of a guild. We improve this for everyone by providing this list ready and viewable to everyone.
2)Private memberlist is only visible to the members of a guild. It includes last online time and Gold at hand (as well as guild rank details). With the patch to manage who sees the private memberlist, we have given to guild administration the option to disable this for certain ranks. We did this primarily to help them fight off spies.
You can in fact do it for each member if you like (as you suggest) as there is no restriction in the number of ranks you can create.
For new players it can tell me numerous things. 1) Did the set up a negative trade route and lose money each time it sells. 2) Do they not understand the danger system yet and are they at risk of losing their ships. 3) Is someone offline and getting hit, are they at risk of losing their ships? 4) Is someone at the bootymaster level where I need to remove some money to keep them under the radar and add it to their bank account?

Because that way they can help members with low gold in protecting their ships from being plunder or members to go on 0 after upkeep and pervent penalties which their country set and so many more things like LoveTiger mentioned
