Why I cannot vote in Top Helper awards?

I have not got the ability to vote for anyone in the top helper awards, this has been ongoing for a month or so now and i thought it may have reset after this last round however I am still unable to cast any votes

i had asked capt jack like a few hours ago and he said "The total numbers you can vote is 4 times."

Voting Rules
Each player can vote every 15 days.
Every player is able to vote up to 4 times in total.
Every player can vote up to three helpers each time.
Every vote counts the same.

so, yep, 4 votes is your life-time supply...

This is why you're only supposed to vote when you absolutely feel like this person was really good for you. It's a system for new players to show gratitude in which 4 votes becomes a lot.
